Why do new and fast computers start OS as slow as old ones?

I don't understand why we keep building new and faster computers yet it still takes about the same time from initial boot to OS is up and running at full speed. there must be a way to optimize the programing algorithms, simplify it, or something? Or is there a hardware factor that sets a physical limit ?
