What do I do about my 9 year old and 3 year old?

Your 9 year old shouldn't be forced to share. Down the road as she feels more secure, she will share because she wants to. Forcing her just builds resentment. If you know you shouldn't give in to your 3 year old, then don't do it. Be consistent.
