Computer illiterate. Please help me.?

I was trying to register on an opinion poll site, when a notice appeared saying "COOKIES SHOULD BE ENABLED IN YOUR BROWSER FOR CAPTCHA VALIDATION" I have no idea how to do this. I don't even know what a cookie is. (I am blonde)
